What Is the NCJUA?

The NCJUA (NC Joint Underwriting Association) is the residual market for essential property insurance, providing full essential property coverage — similar to a standard homeowners policy — for properties anywhere in NC that cannot obtain coverage in the voluntary admitted market. It covers fire, lightning, extended perils, and liability, not wind and hail only. Unlike the NCIUA Beach Plan, which is wind-and-hail only, the NCJUA covers the full property. If you've been denied homeowners coverage by private carriers due to property condition, location, or other underwriting factors, the NCJUA provides that essential protection.

What Is the NCIUA?

The NCIUA (NC Insurance Underwriting Association), commonly known as the Beach Plan, provides wind and hail coverage for both residential and commercial coastal properties in the same 18-county coastal territory. Unlike the NCIUA Beach Plan, which is wind-and-hail only, the NCJUA covers the full property. If your private carrier excludes wind from your homeowners or commercial property policy, the NCIUA is the residual market option for that coverage.

How Rates Are Set

The NC Rate Bureau (NCRB) files rates for both programs with the NC Department of Insurance. Rates reflect the actual coastal risk exposure and are generally higher than inland premiums. Recent rate filings have included significant increases due to rising reinsurance costs and storm frequency. Both programs apply a 2% hurricane deductible on dwelling coverage, and FORTIFIED Home designations can earn premium credits.
