Washington, NC sits where the Tar River widens into the Pamlico River, and that geography defines nearly everything about flood risk in Beaufort County. The town has flooded repeatedly — not just from hurricanes but from nor'easters, tropical storms, and heavy rainfall events that push the Tar-Pamlico system beyond its banks. If you own a home in Washington, flood insurance isn't something to think about later. It's the coverage that determines whether you rebuild or walk away.

Standard homeowners insurance does not cover flood damage. That's true even when a hurricane causes the flooding. It was true during Florence in 2018, and it was true during Floyd in 1999. Flood insurance is a separate policy — always has been — and in a town shaped by water on nearly every side, it deserves serious attention. Bryan Emanuel at Harbor Insurance Agency grew up in Washington, NC. He writes flood insurance for Pamlico River homeowners, shops NFIP and private flood options, and handles every client personally.

Is Washington, NC in a Flood Zone?

Much of Washington sits in or near a FEMA-designated flood zone. The Pamlico River waterfront, the areas around Jack's Creek and Runyon Creek, and the lower-elevation neighborhoods closest to the river are in high-risk AE zones. Properties with federally backed mortgages in these zones are required by lenders to carry flood insurance. But the flood zone boundary isn't a wall that stops water — over 40% of NFIP flood claims nationally come from properties outside high-risk zones. Florence and Floyd both proved that flood water in Beaufort County doesn't respect map lines. Check your property's current flood zone at fema.gov/flood-maps.

The Three Policies Beaufort County Homeowners Need

Beaufort County is one of NC's 18 NCIUA-designated coastal counties, so standard homeowners policies exclude wind and hail. Three policies provide complete coverage: Homeowners (HO-3) covering fire, theft, liability, and non-excluded perils; Wind and hail insurance (NCIUA) for wind-driven structural damage; and Flood insurance (NFIP or private) for rising water from the Pamlico River, Jack's Creek, or any tributary that overflows. When Florence stalled over eastern NC in 2018, Washington took flooding from multiple directions — the Tar-Pamlico system and direct rainfall. Homeowners who had only one policy discovered how many perils it excluded.

NFIP vs. Private Flood Insurance in Washington, NC

NFIP provides up to $250,000 in building coverage and $100,000 in contents. It does not cover temporary living expenses if your home is uninhabitable, and the standard 30-day waiting period means you can't buy it when a storm is already forecast. Private flood insurance may offer higher limits for higher-value homes along the Pamlico waterfront, replacement cost on contents, and temporary living expense coverage. Beaufort County CRS participation may provide a discount on NFIP premiums — Harbor applies any applicable CRS discount automatically when quoting. Harbor shops both NFIP and private flood for every Washington, NC client and compares them side by side.
