If you own a home within 20 miles of the NC coast, your homeowners insurance experience is fundamentally different from inland homeowners. Standard HO-3 policies in coastal counties frequently exclude wind and hail — the two most common causes of coastal home damage. This means you may need separate wind coverage through the NC Beach Plan (NCIUA) in addition to your regular policy.
On top of that, if your home is in a FEMA Special Flood Hazard Area (Zone A or V), your mortgage lender will require a separate flood insurance policy through the National Flood Insurance Program (NFIP) or a private flood carrier. Coastal Coverage Layers
Most coastal NC homes need all three of these policies working together.
Homeowners Insurance (HO-3)
Covers your home's structure, personal property, liability, and additional living expenses. In coastal counties, wind/hail is often excluded — check your policy's named-peril limitations.
Wind & Hail Insurance (NC Beach Plan)
The NCIUA NC Beach Plan provides wind and hail coverage in the 18 coastal counties where private insurers won't write it. Required by most lenders on coastal properties.
Flood Insurance (NFIP or Private)
Federal flood insurance through the NFIP or a private flood carrier covers rising water damage — not covered by homeowners or wind policies. Mandatory in high-risk flood zones.
The NC Beach Plan (NCIUA) provides wind and hail coverage in 18 eligible counties along the NC coast. If your home is in one of these counties, you likely need separate wind coverage regardless of whether private market wind coverage is available:
- Outer Banks / Northeast Coast: Dare, Currituck, Hyde, Tyrrell
- Crystal Coast / Central Coast: Carteret, Craven, Pamlico, Beaufort
- Southeast Coast: New Hanover, Brunswick, Pender, Onslow
- Additional Eligible Counties: Chowan, Camden, Pasquotank, Perquimans, Washington

Wind Exclusions Are Common in Coastal Counties
Many standard homeowners policies in Craven, Carteret, Brunswick, New Hanover, and Onslow counties contain a wind exclusion endorsement. This means damage from hurricanes, nor'easters, and tropical storms is NOT covered under your regular homeowners policy — you need a separate NC Beach Plan policy.
The 2% Hurricane Deductible
Coastal NC homes also face a separate hurricane deductible, typically 1–5% of your home's insured value (not a flat dollar amount). On a $350,000 home with a 2% deductible, your out-of-pocket cost before insurance pays a hurricane claim is $7,000. Understanding this before a storm is critical.
Flood Zones and Elevation Certificates
