Yet most homeowners do not realize that their standard homeowners insurance policy does not cover flood damage at all.

This is the most common misconception we encounter. Standard homeowners insurance covers water damage from things like burst pipes or a leaking roof. But when water enters your home from the outside, rising from the ground up, that is flooding, and it is specifically excluded from every standard homeowners policy sold in North Carolina.
It does not matter if the flooding is caused by a hurricane, a tropical storm, heavy rain, a river overflowing, or a storm surge from the Pamlico Sound. If water rises and enters your home from the outside, your homeowners insurance will not pay a dime. You need a separate flood insurance policy.
NFIP vs. Private Flood Insurance
National Flood Insurance Program (NFIP)
The NFIP is a federal program administered by FEMA. It provides up to $250,000 in building coverage and $100,000 in contents coverage for residential properties. NFIP policies are available through local insurance agents like Harbor Insurance Agency.
NFIP premiums are now calculated under Risk Rating 2.0, which uses more precise flood risk data to set individual property rates. This means your premium is based on your specific property characteristics: distance to water, elevation, type of flooding risk, and the cost to rebuild your home.
For many Eastern NC homeowners, NFIP premiums range from $400 to $2,500 per year depending on risk factors. Properties in high-risk flood zones (Zone AE, VE, or A) will pay more. Properties in moderate or low-risk zones (Zone X) typically pay less but are still eligible and encouraged to carry coverage.
Private Flood Insurance
Private flood carriers have entered the North Carolina market in recent years, offering an alternative to NFIP. Private flood policies can sometimes offer higher coverage limits (above the NFIP $250,000 cap), lower premiums for certain properties, shorter waiting periods (as few as 10 days versus NFIP's 30 days), and additional coverages like loss of use or basement contents.

Understanding Flood Zones in Eastern NC
FEMA publishes Flood Insurance Rate Maps (FIRMs) that classify every property into a flood zone. In Eastern North Carolina, the most common zones are:
- Zone AE: High-risk areas along rivers, sounds, and coastal waterways. Base Flood Elevations (BFEs) are established. Flood insurance is required if you have a federally backed mortgage.
- Zone VE: Coastal high-risk areas subject to storm surge and wave action. Found along the Outer Banks, Pamlico Sound shoreline, and other coastal areas. Highest premiums and strictest building requirements.
- Zone X (shaded): Moderate risk. Between the 100-year and 500-year flood levels. Flood insurance is not required but strongly recommended.
- Zone X (unshaded): Low risk. Outside the 500-year flood level. Flood insurance is not required but still available at lower rates.
Here is the reality check for Eastern NC: approximately 25 percent of all flood claims come from properties outside high-risk zones. Hurricane Matthew flooded thousands of homes that were not in any designated flood zone. If you are anywhere near a river, creek, ditch, or low-lying area in Eastern NC, you have flood risk regardless of what the map says.
The 30-Day Waiting Period
NFIP flood policies have a standard 30-day waiting period before coverage begins. You cannot buy a flood policy today and have it cover a storm next week. This is why buying flood insurance before hurricane season is critical.
There are a few exceptions to the 30-day wait. If you are purchasing or refinancing a home and the lender requires flood insurance, coverage can begin immediately at closing. Some private flood carriers offer waiting periods as short as 10 to 14 days. But the safest strategy is to buy your policy well before storm season.
What Flood Insurance Covers
Flood insurance covers direct physical damage caused by flooding. This includes structural damage to your home (foundation, walls, floors, electrical, plumbing, HVAC systems), personal property (furniture, clothing, electronics), and cleanup costs. It does not cover temporary living expenses (unless your private flood policy includes it), landscaping, currency or precious metals, or vehicles (those are covered under your auto policy comprehensive coverage).
How Much Does Flood Insurance Cost in Eastern NC?
Under NFIP Risk Rating 2.0, premiums vary widely based on individual property risk. Here are rough ranges for Eastern NC:
- Low-risk Zone X properties: $300 to $800 per year
- Moderate-risk properties: $600 to $1,500 per year
- High-risk Zone AE properties: $1,000 to $3,000+ per year
- Coastal Zone VE properties: $2,000 to $5,000+ per year
Private flood carriers may offer better rates for certain properties, especially newer homes built above Base Flood Elevation. The only way to know is to get quotes from both NFIP and private carriers.
Do You Need Flood Insurance If You Are Not in a Flood Zone?
Short answer: yes, you should strongly consider it. Even if your mortgage company does not require it, flooding can happen anywhere in Eastern NC. Our region is flat, low-lying, and crisscrossed with rivers, creeks, and drainage ditches. Heavy rain events can cause localized flooding far from any mapped flood zone.
The good news is that flood insurance for properties outside high-risk zones is often very affordable, sometimes less than $500 per year for solid coverage. The Preferred Risk Policy through the NFIP offers low rates for low-to-moderate risk properties.
